Project Description. In response to the tragic events of September 11, 2001, the Transportation Security Administration (TSA) had an immediate urgent requirement for services related to the planning, rollout and implementation of new security measures at four hundred thirty eight (438) United States Airports. These new security measures were required to greatly improve the nation’s current public safety Airport and Transportation Security procedures as set forth in the Aviation and Transportation Security Act of 2001.
Services Provided. Alltech's role on the program was to provide skilled, mission critical resources to enable the TSA to complete the security upgrades of all CAT 1 and CATX, airports around the nation as well as provide supplemental support to CAT2, CAT3 and CAT4 airports when needed. Alltech International was chosen by the Prime contractor for this effort because of its demonstrated history of Staffing, Program Management, and Human Capital Management expertise on large Federal Programs. Of the 142 total airport implementation teams that were deployed to execute the program, Alltech provided 78 of them. These teams were made up of Project Managers, Deputy Project Managers, communications coordinators, construction coordinators, logisticians, and administrative support. These core teams were supplemented with construction contractors, engineers and general labor as required. Each airport implementation team was responsible for end-to-end SASR execution from initial contact with an airport through final acceptance and cutover to federal control. The teams were responsible for the management and coordination of all activities necessary to complete the cutover. With its customized Human Capital Management Solution approach to SASR, Alltech brought value to the Prime contractor and TSA by reducing risk, providing flexibility, responsiveness, and quality assurance program wide.
Project Description. Basic Screener Training (BST) - The Aviation Transportation and Security Act (ATSA Public Law 107-71) requires the Transportation Security Administration (TSA) to ensure all new hire screeners have completed a minimum of 40-hours of classroom training (or equivalent), 60 hours of OJT, and successfully completed an OJT examination. ATSA also requires that an individual who is employed as a security screener complete equipment specific training or successfully complete a test on the use of the device or equipment, prior to use. The TSA has developed training curriculum, which meets all ATSA requirements.
Project Description. On Screen Alarm Resolution Protocol (OSARP) - Separate OSARP procedures and training was developed for each Original Equipment Manufacturer (OEM) EDS model to make optimal use of each device’s particular capabilities and available functions. Resolving EDS alarms utilizing each machine’s inherent tools, and a comprehensive OSARP has proven to be an effective, sound and safe process. A well-trained operator can quickly determine if the object or objects that caused a machine alarm are threatening or non-threatening, often without performing invasive and time-consuming Explosive Trace detection (ETD) sampling or physical searches. Because of this, baggage can be processed through the baggage handling system much quicker. Realizing the benefits of OSARP, the TSA has determined that all airports with EDS machines will have their screeners trained to use the alarm resolution tools.
Services Provided. Alltech Int'l provides training and SME services (with the Prime Contractor) to support TSA’s mission of ensuring that all screeners and EDS operators are fully trained and ready to assess and reduce the threat to our nations airport security.
